Indexation formula

Energy Price adjusted annually via EP(new) = EP(old) + FPA + AIA, where FPA tracks actual fuel cost changes (natural gas or liquid fuel) from a US$4/MMBTU base and AIA is an annual inflation allowance approved by PURC. Both the Energy Price and the Capacity Charge are additionally renegotiated with PURC and the Buyer after the first 10 years of the 20-year term.
